ABSTRACT

In preparation for the UNESCO Intergovernmental Conference on Cultural Policies for Development (Stockholm, 1998), the Culture and Development Unit of UNESCO commissioned several background papers to elaborate global issues for each of the key themes to be discussed during the conference.  Women and Cultural Policies was one of them.

This background paper  begins with an outline of five principles for assessing gender issues in cultural policy making terms:  equality, diversity, recognition, transparency and productivity.  It presents an overview of international treaties, policies and platforms for exchange which have helped to raise awareness of gender equality in general and in the cultural field in particular.

The bulk of the report addresses the 8 priority areas for cultural policy makers identified by UNESCO and dicusses the main gender issues to be considered in the context of:  cultural pluralism, cultural rights, cultural creativity and heritage, resources, research, youth, the mass media and new technologies.
