ABSTRACT

This study was published as a background paper for the EU-Swedish Presidency Conference, "Conditions for Creative Artists in Europe" held in Visby, Sweden from 30 March to 1 April 2001.

The first part of the study presents and compares selected public measures used in 17 European countries aimed at creating a sustainable environment for contemporary writers, artists and composers' work.   Regional models are identified.   The different measures discussed are organised under four main headings:

  • individual support schemes for creative artists;
  • market support for artists' work;
  • support for the dissemination of artistic work;
  • legal and social frameworks.

The second part is a compilation of country profiles and articles on the challenges facing professional artists working in the fields of literature, visual arts and music composition.   The study concludes with an analysis of how public policies and measures support or not these challenges.
